    The Representative elected not to support H3818, the anti-crime and sentencing reform bill. Her statement on this important issue follows:

    "The House of Representatives recently debated and passed a conference committee report on a major crime bill. This bill, often referred to as the '3 Strikes bill' or 'Melissa’s Law', ultimately passed with broad support. However, I cast my vote in opposition. This was a difficult decision for me as I supported many provisions in the bill including its definitions of the most egregious crimes as well as the Good Samaritan provision, which allows a person to call for medical help on behalf of someone who is overdosing without being implicated in a crime.

    Unfortunately, the Senate's proposed update to the wiretapping regulations and several other provisions that would help reduce crime were stripped out of the final bill. Even more troubling, the practice of mandatory minimum sentencing for nonviolent drug offenders remains in place. Mandatory minimums remove judicial discretion, hinder opportunities for rehabilitation, and contribute to our justice system's racial disparity, with blacks and latinos representing 17 percent of the state population but 56 percent of our prison population. I hope to participate in the crafting of further sentencing reform legislation next year. "
